Much as Canada would no doubt be proud to call them theirs - and they doubtlessly share Canadian liberal beliefs - Green Day is very much a California band.
Also, a possibly better comparison to "life, liberty and the pursuit of happiness" - and that equally encapsulates the difference between the two countries - is found in the Canadian Charter of Rights and Freedoms, which in Section 7 guarantees the right to "life, liberty, and security of the person".
Green Day may be a "California" band, but I'm told several of its members are Canadian (or, were). And I'll take a pass on your recommended comparison from the Charter, since it clearly isn't being enforced (nor a lot else of the Charter).
No member of Green Day is or was Canadian - all are from the Bay Area, with the two original members from Oakland and the drummer (who joined later) was born in Germany (I think his father was in the military) and grew up in the Bay Area.
As for POGG being better, I think that it is equally not heeded, especially (as I am sure you would agree) the "good government" part. :)
